The objectives of this research were to: 1) study the current best practices for the process of moral development for schools under Sa Kaeo Primary Educational Service Area Office 1, and 2) develop a new process for these schools. The research method used was the mix method approach of quantitative and qualitive research in 3 steps. In step 1, study the current best practices for the process of moral development, the sample for the quantitative portion was a group of 327 administrators and teachers. The research instrument was a 5-level rating scale questionnaire with a discrimination of 0.37-0.83 and a reliability of 0.98. The statistics used for data analysis were mean and standard deviation. In step 2, develop a new process for the schools, the sample for the qualitative portion was a group of 14 key informants and was selected by purposive sampling and the triangulation principle of the following 3 groups: project managers, teachers and project beneficiaries. The research instrument was a focus group discussion. The data were analyzed by content analysis and synthesis. In step 3, moral best practices process assessment, the evaluations forms of a new moral best practices process from the sample group in step 2 were analyzed by mean and standard deviation.
