The objectives of this research were to study the levels and factors that affected the people is participation in the planning process in Saen Tung Sub-district Municipality, Khao Saming District, Trat. The research employed the mixed methods of both quantitative and qualitative approaches in
which included conducting a survey of the number of persons with electoral votes in Saen Tung Subdistrict Municipality, Khao Saming District, Trat which had a sample of 341 individuals and the research also employed a two-stage random sampling method. Additionally, an in-depth interview and participatory observation methods were also used in this research. The study had found that there was a small number of individual participation in the planning process in overall. The participation had been separated into 2 groups, the modulate level and the low level. The people participated in the existing problems at the moderate level whereas they did at a low level in decision making and taking part in operations. It also was found that the factor that affected the people is participation in the planning process was the leader is role.
