The objectives of this research were to study the roles, the factors, and the measures in strengthening the Tambon community organization councils for local democratization in Tambon Saton, Soi Dao District, Chanthaburi. The study employed mixed method research which consisted of surveybased research method on the sample of 290 individuals as well as an in-depth interview and the participatory observation methods. The results showed that the council had a very restrictive role in the development of local democracy. The factors that had an impact on the local democratization by the council were as follows; the conditions of the establishment of the organization, lacks of supporting units, the positioning of the organization, the budget constraint, the availability of venue for meeting, time constraints in organizing a meeting, the lacks of articipation from its members to express their views, lacks of supports for network building and co-operation. For the measures to strengthen the council for local democratization, there should be the emphasis on organizing the meeting, the driving force behind the organization to move it forwards, the participation, and the development of community organization institutes.
