งานวิจัยเรื่องนี้มีวัตถุประสงค์ เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนและปัจจัยที่มีความสัมพันธ์ต่อการมีส่วนร่วมของประชาชนในกระบวนการจัดทำแผนพัฒนาท้องถิ่น เพื่อรองรับการเข้าสู่ประชาคมอาเซียนขององค์การบริหารส่วนตําบลท่าโสม อําเภอเขาสมิง จังหวัดตราด การศึกษาจะใช้การวิจัยเชิงผสมผสาน (Mixed Method) คือ การวิจัยเชิงสํารวจ และการสัมภาษณ์ในการวิจัยเชิงคุณภาพรวมทั้งการสังเกตการณ์แบบมีส่วนร่วม ผลการศึกษา พบว่ากลุ่มตัวอย่างมีส่วนร่วมระดับปานกลางในกระบวนการจัดทําแผนพัฒนาท้องถิ่นเพื่อรองรับการเข้าสู่ประชาคมอาเซียนขององค์การบริหารส่วนตําบลท่าโสมในภาพรวม แต่เมื่อพิจารณาในรายประเด็นพบว่ากลุ่มตัวอย่างดังกล่าว มีส่วนร่วมในกระบวนการจัดทําแผนพัฒนาท้องถิ่นแบ่งออกเป็นกิจกรรม 2 กลุ่ม คือการมีส่วนร่วมในระดับปานกลาง ได้แก่ การมีส่วนร่วมในการรับรู้ข่าวสารและการมีส่วนร่วมในการประชุมประชาคมหมู่บ้าน ส่วนอีกกลุ่มหนึ่งเป็นการมีส่วนร่วมค่อนข้างน้อย ได้แก่ มีส่วนร่วมในการติดตามประเมินผล แผน ส่วนปัจจัยทีมีความสัมพันธ์ต่อการมีส่วนร่วมได้แก่ ความตระหนักในประโยชน์ ความยึดมั่นผูกพันต่อท้องถิ่น ภาวะผู้นําและความตระหนักในผลกระทบต่อการเข้าสู่ประชาคมอาเซียน

This research aimed to study the level of people participation and factors concerning to the people participation in the process of the local development planning for the ASEAN Community preparation in Thasom Sub-district Administration Organization in Khao Saming District in Trat. The survey research, in-depth interview, and participatory observation based on the mixed method research approach were employed in this study. The research findings identified the moderate level of people participation in the process of the local development planning for the ASEAN Community preparation in Thasom Sub-district Administration Organization. When the individual aspect of the participation was analyzed, it revealed that the sample group showed their moderate level of the people participation which was divided into 2 types of the participation. The participation in information awareness and community meeting was shown in the moderate level. The participation in following –up and evaluating the plan was shown in the lowest level. The factors affecting the people participation were the realization of benefits, commitment and faith in the local community, leadership, the local development planning.
