Guidelines and measures for land conflict management between the Royal Thai Navy and the Local Residents: a case study of the reserved land in Samae San Sub-district, Sattahip District, Chonburi Province
The purpose of this research was to study the development, guidelines and measures that have been implemented to deal with land disputes stemming from the Navy Bases 1922 Reserved Land Decree between the Royal Thai Navy and residents of Samae San Sub-district, Sattahip District of Chonburi Province. In addition, this research also aimed to present approaches and integrative measures for addressing such problems in the future. The research methods employed in this historical qualitative research consisted of: documentary research, oral history, focus group interviews, in-depth interviews as well as participatory and non-participatory observation.
The findings from the research indicated that the land dispute problem during the past century has developed into four phases including the early establishment of the 1922 Reserved Land Decree, the land dispute with the entire Sattahip District in Chonburi Province, the land dispute specifically in Samae San Sub-district of Sattahip District, and the dispute over the 1922 Reserved Land in relevance to the Eastern Economic Corridor (EEC) Development Plan. Furthermore, as for the guidelines and measures in dealing with the land disputes in the past, it consisted of the guidelines from the government sectors, guidelines purposed by the communities and counter- approaches. However, the previous approaches have had certain limitations which still have not been able to resolve the problerns of land disputes in the area.
