The confrontation with severe competitive situations under information technology advancement is considered as a great challenge for Thai student’s learning in the 21st century. Educational administrators and staff should prepare themselves appropriately to social changing trends in educational administration. Students also gain various skills that are necessary for better living and survival. The purposes of this research were: 1) to conduct confirmatory factor analysis affecting primary students’ skill development in the 21st century, 2) to construct a model of causal relationship among the confirmatory factors affecting primary students’ skills development, 3) to evaluate the model of causal relationships among the confirmatory factors affecting primary student’s skills development, 4) to study direct and indirect effect sizes of those factors concerned with primary students’ skills development. The sample used for this research included 400 school teachers under the Office of Chanthaburi Primary Educational Service Area 1 and 2. The research instrument was a five-rating scale questionnaire. The discrimination level was between 0.33 and 0.83 coupled with its reliability of 0.97. The data were analyzed by percentage, arithmetic mean, standard deviation, kurtosis, skewness, correlative coefficient. The confirmatory factors and their causal relationships were analyzed by LISREL 8.80 for student.
